PURPOSE: To eliminate the need for the centralized monitoring of an entire network and also to improve the robustness of the network to the troubles by smoothing the load of the network by the autonomous actions of the node groups constructing the network.
CONSTITUTION: A working state monitoring part 10 updates the data of a working information data base 13 after detecting that the amount of unused resources of a node 2 is less than the lower limit threshold value. Then a monitoring part 12 asks a cooperative processing part 14 to perform its processing. Thus the part 14 refers to the data base 13 and a neighboring network component information data base 15 to acquire the positions of the neighboring node groups 2 from the data base 15. Then the part 14 communicates with these groups 2 for the amount of unused resources and decides a software process 6 to be moved and a node 2 of the moving destination based on the working state of its own node acquired from the data base 13. Thus the part 14 asks a system element working processing part 16 to perform its processing based on the decided process 6 and node 2.
