To provide a network scanning device capable of suppressing misidentification of the result of network scanning executed in a communication environment in which the result of network scanning is unknown.SOLUTION: Calculation means 16 calculates a plurality of sets of M' baseline scan response delays on the basis of a plurality of sets of M' scan response delays obtained in a communication environment in which network scan results are known, calculates M baseline scan response delays on the basis of the M scan response delays obtained in the communication environment in which the network scan result is unknown, and calculates a plurality of similarity ratios with the plurality of sets of M' baseline scan response delays and M baseline scan response delays.
