PURPOSE: To cut even a long lead wire without being disturbed with a cover, to release chips from a spring and to catch them with the cover by providing an opening part on the cover and dividing the cover into the parts while being interlocked with the opening/closing of the nipper.

CONSTITUTION: A lead wire 11 of a printed board 1 is matched with blade parts 51a and 51b in the state of opening opening/closing parts 51 and 52 of a nipper head part 5. At such a time, an opening part 64 is provided on a cover 6 so that even the long lead wire 11 can be inserted to the cover 6. The opening/closing part 52 is closed by operating an air cylinder part, and the lead wire 11 is pinched by the blade parts 51a and 52a and held by springs 51a and 52b. Further, an air type vacuum device is operated and air at the rear side of the nipper head part 5 is sucked from a sucking port 61 of the cover 6 through a sucking hose 62. Then, the lead wire 11 is cut by the blade parts 51a and 52a. Afterwards, the opening/closing parts 51 and 52 are opened and cut chips 11a are sucked from the sucking port 61 through the sucking hose 62 and collected through the air type vacuum device into a chip container.
