PURPOSE: To suppress the smaller noise of inter-frame difference value by suppressing the magnitude of change to the inter-frame difference value against a picture element that has a smaller inter-frame difference value at the peripheral of the picture element.
CONSTITUTION: A plural of non-linear elements, for example, 1, 2...10 are provided in advance in a non-linear element 5. When a picture signal including noise is inputted to an input terminal IN and is inputted to a subtracter 1, the picture signal of a preceding frame that corresponds to an input picture signal stored at a frame memory 4 is inputted to the subtracter 1 and the inter- frame difference value is calculated. The calculated magnitude of the change is stored at a change magnitude memory 6 and a non-linear element 1, for instance, is used if the inter-frame difference value is smaller. Thereby, the change is suppressed and correlation within a frame is maintained.
