This controller is obtained by molding under pressure an inclusion compound comprising an antimicrobial agent (e.g. 5-chloro-2-methyl-4- isothiazolin-3-one or naturally occurring oils) and 0.1-50 pts.wt. based on the total controller weight of a multimolecular system host compound (one or more selected from tetrakisphenols, deoxycolic acid, t-butylhydroquinone, 1,4- diazabicyclo-(2.2.2)-octane, etc.), optionally 99-1 pts.wt. of a solid acid (fumaric acid or benzoic acid), if necessary, in the presence of 1-15 pts.wt. of a binder (calcium stearate), has no problem of chlorine smell and corrosion and is capable of stably eluting the active ingredient.
