The non-contact IC medium comprises a change means whose state is changed with environmental changes, a storage means for storing information, and a direct writing means connected to the change means and a part of memory blocks of the storage means and directly writing information in the memory block when the change means is changed into a predetermined state. The change means is composed of a circuit element in which electric disconnection or a resistance value change occurs due to a surrounding temperature change, or is composed of two electrically conductive conductors, and metal oxide provided between the two conductors.
