To provide a non-contact seal device for a turbo machine, capable of improving sealability at the time of a steady motion operation, and reducing risk of a contact between a rotating structure and a stationary structure at the time of a low load accompanying start and stop, and reducing damage occurring on the rotating structure side even if a contact occurs and to provide a steam turbine plant provided with the non-contact seal.
This device includes seal fins 4, 6 which are provided at a gap between the rotating structure 5 and the stationary structure 2 in the turbo machine and of which the axial pitch is set at and less than a fluctuation in a thermal expansion difference of the turbo machine, and a radial clearance control system which includes a clearance between the front end of the rotating side seal fin 6 and the front end of the stationary side seal fin 4 in the radial direction at the time of starting or stopping the turbo machine, and which moves the seal fin on the stationary side in the radial direction so as to form a dislocation between the front end of the rotating side seal fin 6 and the front end of the stationary side seal fin 4 in the radial direction at the time of the steady motion operation.
