Abstract:
PROBLEM TO BE SOLVED: To prevent a freeze of reproduction video from occurring in a terminal machine in the case that a download speed of video file information is lower than a reproduction speed because of traffic collision in a network.SOLUTION: A non-freeze type video distribution network system includes: a server 11 for transmitting video file information after storing the information in packets; and a user terminal machine 14 for reproducing video while downloading the video file information. The non-freeze type video distribution network system has a configuration comprising: a transfer apparatus 22 for measuring an actual band of a flow which is a unique flow of the packets, before transferring the packets to the user terminal machine 14; and a video rate conversion apparatus 21 for performing rate conversion processing of making a reproduction speed of video file information in a packet related to a measured flow become lower than a download speed corresponding to an actual band of the measured flow, when the download speed is lower than the reproduction speed.
