To obtain a non-lead cationic electrodeposition coating material composition which has reduced concentrations of volatile organic compounds(VOC) and metallic ions and can dispense with a reduced amount of the electrodeposition coating material as such to be used, and accordingly, reduces the influence on the environment.
In the non-lead cationic electrodeposition coating material composition comprising an aqueous medium, a binder resin containing a cationic epoxy resin and a blocked isocyanate curing agent which has been dispersed or dissolved in the aqueous medium, a neutralizing acid for neutralizing the cationic epoxy resin, an organic solvent and a metallic catalyst, the content of the volatile organic component is ≤1 wt.%, the metallic ion concentration is ≤500 ppm, the amount of the neutralizing acid is 10-30 mg equivalent per 100 g of the solid content of the binder resin, and the minimum film-forming temperature of the film to be formed on a substance to be coated by electrodeposition is 20-35°C.
