To provide a non-slip sheet having a good anti-slip property and durability, while controlling volatilization of an organic solvent during production.

The non-slip sheet includes a sheet shaped cellulose-based base material 4 and an anti-slip layer 8 which constitutes a surface layer on at least one surface of the cellulose-based base material 4. The anti-slip layer 8 is obtained by heating aqueous dispersion comprising (a) a copolymer having an acrylic carbonyl group, (b) an organic hydrazine derivative having two or more hydrazine residues of 0.02 mol and 1 mol per 1 mol of the carbonyl group, and (c) thermal expandable microcapsule particles 5 of more than 0.15 mass parts and less than 15 mass parts to total amount of the above (a) and the above (b) of 100 mass parts. The organic hydrazine derivative can be crosslinked at ordinary temperatures in the carbonyl group with the copolymer having the carbonyl group. The thermal expandable microcapsule particles 5 have a mean particle diameter of 20 m, and an expansion initiation temperature of 80C to 120C.
