To provide a general-purpose non-washing valve for fluid and liquid which is hard to be washed and for which strict quality control and sanitary control are requested and a method capable of easily performing pipeline replacement operation and inside liner mounting/dismounting operation.

A sleeve 5A passed through an intermediate body part and both ends of an outer frame 2 with a pressure welding mechanism 3 are fitted into the inner diameter part of a flange slidably by providing a socket 7 therein. Also, a movable stopper 9 is installed so that a surface-to-surface distance can be fixed or varied. An adapter 11 is disposed at both ends or at one end, a liner 11 for liquid contact is inserted therein and the tip part thereof is attached and detached so as to be folded. After liquid is fed, the liner is removed to eliminate the need of washing the valve and an accompanying container. Also, the pressure welding mechanism is formed in a bent clamp type 19 so that a size can be reduced and covers 22A and 22B can be easily installed.
