A battery element is manufactured by folding an electrode terminals 3a and 3d that are electrically connected with each other with a required sag held beforehand in the approximately U-shaped form, and is packed with a film-like package. Such a sag is given an optimal U-shaped bending form by U-shaped bending so that the electrode terminal may be in the approximately U-shaped form by moving a plate-like member vertically to the electrode terminal to form a bending part and then by moving a roller 22 along the electrode terminal in the direction opposite to the plate-like member.
