In manufacturing the electrolyte, Li salt such as lithium perchlorate is dissolved in the nonaqueous solvent containing a heterocyclic compound containing nitrogen having non-covalent electron pair as a structural element of a ring. The nonaqueous solvent can be obtained by adding a small quantity of the heterocyclic compound to a mixture solvent of ethylene carbonate and diethyl carbonate. As a heterocyclic compound, pyridine or pyrazine is preferably used.
