A nonaqueous secondary battery manufacturing method includes the steps of: constructing a pretreatment cell comprising a positive electrode having a positive electrode active material, a pretreatment electrolyte containing supporting salt and a fluorine-containing non-ionic compound and a pretreatment negative electrode (step S110); charging the pretreatment cell and performing a pretreatment for forming a coating on a surface of the positive electrode active material by decomposing the fluorine-containing non-ionic compound on the positive electrode (step S120); and constructing a nonaqueous secondary battery by using the positive electrode active material on which the coating is formed, a nonaqueous electrolyte different from the pretreatment electrolyte and a negative electrode having a negative active material (step S130).
