PROBLEM TO BE SOLVED: To supply a constant voltage to a driving part and control part of a constant voltage control part, when the output voltage of a rectifier becomes low.SOLUTION: A constant voltage control part 7 includes a driving part 9 driving a main circuit 8 of the constant voltage control part 7, a control part 10 controlling the driving part 9, and first and second control power supplies 11a and 11b supplying the constant voltage to the driving part 9 and the control part 10. The output voltage of a rectifier 6 is input to the first control power supply 11a and the output voltage of the main circuit 8 is input to the second control power supply 11b, so that even when the output voltage of the rectifier 6 becomes low and the first control power supply 11a does not function normally, the second control power supply 11b to which a stable fixed voltage is input from the main circuit 8 can function.
