PURPOSE: To realize smooth production effect expression like a moving picture by providing two buffer memories and making a difference between data units at the time of the transfer of still picture data to the buffer memories from outside and data units at the time of the transfer from the buffer memories to a frame memory.

CONSTITUTION: This device is equipped with the frame memory 16 for storing and displaying data on a still picture of one screen on a monitor 18, the two buffer memories 12 and 14 for holding the data in one screen units before the data are stored in the frame memory 16, and a timing controller 20 for performing the operation for transferring the external still picture data to one buffer memory 12 (14) and the operation for transferring the data from the other buffer memory 14 (12) to the frame memory 16 in parallel at a high speed. Then the units of data at the time of the transfer from outside to the buffer memories 12 and 14 and the units of data at the time of the transfer from the buffer memories 12 and 14 to the frame memory 16 are made different. Consequently, a still picture having no flicker can be displayed on a noninterlaced display device smoothly with various kinds of production effect.
