Each of nuclear fuel rods loaded into the nuclear fuel assembly is filled with nuclear fuel pellets to which two or more kinds of combustible toxicants and an appropriate solid moderator are added. This provides a fuel assembly with an infinite multiplication factor of 1.0 or less.
