A nuclear fuel element 10 accommodates an inner pipe 12 for dividing a region in a metal covering pipe 11 for dividing into a central region 4 and a peripheral region 15. A granular substance such as a granular non-fuel substance (containing a fuel parent substance) and a granular non-fuel substance (a diluted substance, a neutron absorption substance, or a neutron deceleration substance) is filled into the central region 14 and the peripheral region 14 in the metal covering pipe 11 by vibration filling for sealing. By performing the vibration filling of the granular substance into the metal covering pipe 11, a nuclear fuel element can be diversified to cope with various kinds of fuel specifications flexibly.
