A number conversion call processing device 1 comprises: number conversion means which converts a logical number designated as an incoming call destination by an origination side terminal into a first physical number referring to a logical number conversion table 16 and based on the logical number and an origination side charging area; and determination means which determines whether the number of error responses transmitted from an exchanger in a destination side charging area of the first physical number exceeds a prescribed threshold value or not. If the number of error responses of the destination side charging area of the first physical number exceeds the prescribed threshold value, the number conversion means converts the same logical number into a second physical number in a charging area different than the origination side charging area referring to the logical number conversion table 16, and if the number of error responses in the destination side charging area of the converted second physical number does not exceed the prescribed threshold value, it connects a destination side terminal of the second physical number and the origination side terminal.
