An alternative nurse call PHS terminal to be an escalation destination when the nurse call PHS terminal does not respond to the call from the nurse call slave unit is set and registered in predetermined order of priority to escalation tables 21c00,... for each nurse call PHS terminal provided to the escalation database 21c of a private exchanger 20 linked to a nurse call device. When an escalation timer 21b detects that the nurse call is not responded within a predetermined time limit, a nurse call escalation service part 21a refers to the escalation table of the nurse call PHS terminal, transfers the nurse call to the alternative nurse call PHS terminal in order of priority, and calls it.
