A phase detection unit 102 obtains a received vector of a reflected wave from a detection range, composed of an I phase component and a Q phase component. A clutter map management unit 103 stores ground clutter composed of the I phase component and the Q phase component for each of multiple divisions obtained by dividing the detection range. A power extraction unit 104 extracts, for each division, power of a component orthogonal to the ground clutter from the received vector, as power to be determined, of object detection. An object detection unit 105 determines that an object exists in a division where the power to be determined is equal to or above a first threshold value.
