The ocean information collection buoy is equipped with ocean information collection means 213, 215 for collecting the ocean information, a data processing means 211 performing the processing of information including the ocean information obtained by the ocean information collection means, and information communication means 203, 207 including an antenna 203 for information communication performing the communication including the transmission of the information processed by the data processing means with a semi-zenithal satellite 3 as the communication satellite capable of communicating with larger elevation angle than a geostationary satellite.
