Polyethylene resin 3a is applied to the whole upper face of the first base paper 1 to stick the first base paper 1 and the second base paper 2 together to manufacture the oil blotting paper 5 with a polyethylene film layer 3 interposed between the first base paper 1 and the second base paper 2 so that the stuck polyethylene resin 3a is formed as the polyethylene film layer 3 with a thickness in a range of 10-20 m.
