To provide a steroidal antiinflammatory agent-containing oil-in-water emulsion composition that can stably hold a steroidal anti-inflammatory agent for a long time, has excellent emulsion stability and an excellent use feeling.SOLUTION: An oil-in-water emulsion composition contains following components (A), (B), (C), (D) and (E): (A) a steroidal antiinflammatory agent 0.05 mass% or more and 0.6 mass% or less, (B) hydrophobized hydroxypropyl methylcellulose 0.01 mass% or more and 0.5 mass% or less, (C) oil solution, (D) a surfactant, and (E) water.SELECTED DRAWING: None
