To obtain an oil-in-water type emulsion composition free from an emulsifying surfactant, excellent in stability, and capable of exhibiting properties of cosmetics by including a specific terpolymer and specifying the weight ratio of the terpolymer to the oil phase.
This water-in-oil type emulsion composition is obtained by dispersing the following acrylic terpolymer in a medium in which an oil phase is dispersed in an aqueous phase, in such a manner that the weight ratio of the terpolymer to the oil phase (terpolymer/oil phase) is 1/50 to 1/125. The acrylic terpolymer consists of (A) about 20-70 wt.%, preferably 25-55 wt.% of an carboxylic acid having α,β-ethylenic unsaturated structure, (B) about 20-80 wt.%, preferably 30-65 wt.% of a non-surface active monomer having an ethylenic unsaturated structure other than the component A and (C) about 0.5-60 wt.%, preferably 10-50 wt.% of a nonionic urethane monomer having a mono-ethylenic unsaturated structure, which is a reaction product of a nonionic, amphipathic mono-hydroxy compound with an isocyanate.
