To provide a hand cream composition: having moderate moisturizing effect and little stickiness which are difficult to achieve, when, conventionally, a water-in-oil type (W/O type) cream which has been widely used for a hand cream and an oil solution with high water repellency are used; and preventing problems that discomfort with slipping feeling is caused and a screen surface is contaminated by an oily ingredient or sebum, even if a user touches a screen surface with fingers to which the skin care preparation is used, to perform operation.

An oil-in-water type skin care preparation is characterized by containing at least following components (I)-(IV): (I) 0.05-0.9 wt.% of a dimethyl polysiloxane; (II) 0.08-3.0 wt.% of a nonionic surfactant; (III) 0.5-3.0 wt.% of vegetable oil; and (IV) 80-97 wt.% of water.
