To prepare an oily transparent cosmetic capable of keeping the transparent state even under a severe temperature condition, exhibiting excellent cleansing effects and sense of use of hardly causing sticky feeling after being cleaned down when used as a cleansing agent, and exhibiting excellent sense of use of having mild touch to the skin, and moist feeling regardless of hardly causing the sticky feeling after bathing when used as a bathing agent.

This oily transparent cosmetic is obtained by formulating (a) 16.0-25.0 wt.% of two or more kinds of nonionic surfactants selected from polyoxyethylene glyceryl fatty acids in a liquid or paste state at normal temperature, (b) 2.0-5.0 wt.% of water and (c) 50-82 wt.% of a liquid oil.
