PURPOSE: To obtain the title stable adhesive having excellent initial adhesiveness especially after pasting of substrates and permanent adhesiveness, comprising at least three components of aqueous emulsion such as nonionic emulsion, anionic aqueous emulsion and flocculating agent.

CONSTITUTION: The objective adhesive comprising at least three components of (A) a nonionic or weakly anionic aqueous emulsion composed of ethylene/ vinyl acetate copolymer emulsion, acrylic acid ester/styrene copolymer resin emulsion, etc., (B) an anionic aqueous emulsion composed of acrylic acid ester copolymer resin emulsion and (C) a flocculating agent composed of a salt of organic acid, salt of inorganic acid, etc.
