To provide a durable one-way clutch and a rotation transmission device with built-in one-way clutch in which wear is prevented from occurring in switching from a state of being locked to an overrun state.
The rotation transmission device with built-in one-way clutch comprises a sleeve 11, a pulley 12 placed concentrically with the sleeve 11 on the outside periphery of the sleeve 11, rolling bearings 2, 2 placed between the outside periphery of the sleeve 11 and the inside perimeter of the pulley 12, and the one-way-clutch 34. In manufacturing a cam-face-forming inner ring 31 for the clutch, an alloy is used which comprises C, Si, Mn, Cr, V, Mo, and Ni in respectively specified content, and the rest of Fe and unavoidable impurities. The alloy material is subjected to carbonitriding treatment at 800°C or higher. The content of C in the surface is specified to be in the range of 0.7-1.3 mass%, and the content of N in the surface is specified to be in the range of 0.2-0.8 mass%. The material is subjected to tempering at least once.
