PROBLEM TO BE SOLVED: To provide an open type sand prevention dam and a method of constructing the open type sand prevention dam capable of being precisely and swiftly constructed in a river and capable of preventing sheath pipes being locally destroyed due to collisions with boulders and/or drift woods.SOLUTION: There is provided an open type sand prevention dam which is constructed in a river in a width direction X of the river. The open type sand prevention dam includes: plural three-dimensional structures 2 which are constructed between sleeve parts constructed at both sides of the river; and a planar structure which is constructed between the plural three-dimensional structures 2. The three-dimensional structure 2 includes: upstream column materials 21 which are disposed at the upstream side A of the river; downstream column materials 22 which are disposed at the downstream side B; and a sheath pipe 10 which is an end part of a beam material of the planar structure into which an insertion pipe is inserted. The sheath pipe 10 is provided with a reinforcement plate 12 inside thereof where the insertion pipe is inserted with the outer surface thereof in contact with the reinforcement plate 12 at the downstream B of the river.
