A personal certification code of a personal identification tag is recognized by a reader communication terminal, and a laying location code of a manhole cover memorized in a ROM of a control chip is read out by the reader communication terminal. The personal certification code and the laying location code are transmitted to a centralized control center, and an encrypted unlocking permission signal is received from the centralized control center. A key cover is unlocked when a solution operated in the control chip is corresponded to the unlocking permission signal.
