PROBLEM TO BE SOLVED: To provide an opening and closing device for management and disaster prevention that allows a work for removing an obstacle with which a closing body abuts during closing motion, with sufficient time margin.SOLUTION: In a shutter device for management and disaster prevention that performs functions as a management shutter device, which involve opening, closing and halting motions of a shutter curtain being a closing body by a control device based on signals from an operation device, as well as functions as a disaster prevention shutter device, which involve closing of the shutter curtain by the control device based on signals from a detection device that detects fire and other abnormal situations, an automatic closing device 26, which is a mechanical control device, is actuated when the shutter curtain functions as a disaster prevention shutter device and is not actuated when the shutter curtain functions as a management shutter device, and a delaying device does not function that delays the time until the shutter curtain starts closing after the shutter curtain comes into contact with an obstacle during a closing motion and the obstacle is removed.
