CONSTITUTION: In a time band at lunchtime or the like, time band detecting relay contacts 101a, 101b are closed, and contacts 101c, 101d are opened. When a car is stopped in an upper floor with a contact 71a closed to register a landing call in an intermediate floor, a contact 31 is closed to energize a time limit relay 102, and after a certain time T1, contact 102a is closed. Thus, when a car internal load leads to 60% lower than 80% the ordinary nominal riding capacity, a contact 8a is closed, and a full capacity detecting relay 10 is energized, to disable the car from starting. That is, a riding room can be made in the car. A time period of time limit relays 102, 103 is set to be based on a time of arriving at the basement or the like from the respective floor.
