In the operation control device of the horizontal shaft pump 10, a pump impeller 22 is disposed above a suction water lever, and an internal combustion engine is used as a driving machine 13 carrying out suction operation during pump operation. The operation control device of the horizontal shaft pump 10 comprises a load state determining means determining an operation load state of the internal combustion engine by load characteristics of the internal combustion engine, and an operation controlling means controlling the operation of the horizontal shaft pump 10. When the load state determining means determines a low load operation (operation while dropping in the water), the operation controlling means stops the operation of the horizontal shaft pump 10.
