To provide a highly reliable operation control device of a pumping-draining facility, the pumping-draining facility and an operation method of the pumping-draining facility, capable of draining water by successively operating a pump arranged on the downstream side at a rated value from a pump arranged on the upstream side, in the proper timing without causing the failure situation such as pump failure, without depending on a determination by a worker's visual check and a sensor for detecting flowing water such as a pressure sensor, and capable of also precisely and easily performing operation-stopping when a rotating speed adjustment and pump failure corresponding to a change in a pump operation state are caused.
This operation control device successively starts a downstream side drainage pump 30 in the predetermined load ratio lower than the rated value after starting an upstream side drainage pump 20, and switches operation of the downstream side drainage pump 30 to the rated value when a load state of the downstream side drainage pimp 30 exceeds a predetermined operation starting threshold value, and stops the operation when exceeding an upper limit threshold value or becoming less than a lower limit threshold value in rated operation.
