A low deceleration spectrum BWR plant with a reactor core 11 made dense is equipped with a main steam system 23, a reactor water supply system 25, a feed water heating device 26, a reactor recirculation system 17 for circulating reactor water in the reactor 13, a measuring means 37 for measuring process quantities, such as heat output from the reactor 13, a reactor pressure, a main steam flow rate, a water supply flow rate, a water supply temperature, a core flow rate or a recirculation pump flow rate, a core nuclear hydrothermal force performance operation device 40 for calculating an average void fraction and the minimum output ratio in the core by using the process quantities measured by the measuring means 37, and a core nuclear hydrothermal force control device 41 for controlling operation of the feed water heating device 26 and the reactor recirculation system, based on the average void fraction and the minimum output ratio in the core acquired by operation processing by the core nuclear hydrothermal force performance operating device 40.
