PROBLEM TO BE SOLVED: To always drive and control an appropriate number of pumps by detecting a water level rising speed and a water level rising acceleration of a pump well pit while a plurality of pumps are installed at the same level.
SOLUTION: A water level rising speed and a water level rising acceleration of a pump pit are detected (S10), an inflow quantity is calculated from the water level rising speed detected and an area of the pump well pit and an inflow variation quantity is calculated (S11). Next, the number of the operating pumps is determined based on these calculated values (S12). Then, a presumed water level rising speed at the time of activating the pumps is calculated from the number of the operating pumps (S13). Subsequently, a pump starting beginning water level is determined from the calculated value, the number of the operating pumps and a first water lifting starting level (S14). Then, when a water level is raised to a pump starting beginning water level of which a water level of the pump well pit is determined, the determined number of pumps are started (S15, 16).
