PROBLEM TO BE SOLVED: To provide an operation unit having a paradox planetary gear mechanism in which a gear is hardly broken.MEANS FOR SOLVING THE PROBLEM: An operation unit (100) has: a driving motor (2); a sun gear (3) rotated while receiving torque by the driving motor; a fixed internal gear (5) fixed and disposed in a manner of surrounding the sun gear; planetary gears (4_1 to 4_3) engaged with the fixed internal gear and rotating while revolving around the sun gear; a movable internal gear (6) disposed coaxially with the fixed internal gear, and rotatable while engaged with the planetary gears; and an output shaft (7) connected to the movable internal gear for rotating a valve shaft of an adjustment valve. The planetary gear includes a first gear portion (41) engaged with the sun gear and the fixed internal gear, a second gear portion (42) disposed coaxially with the first gear portion, and engaged with the sun gear and the movable internal gear, and an elastic deformation portion (43) formed integrally with the first gear portion and the second gear portion between the first gear portion and the second gear portion and having a coefficient of elasticity smaller than those of the first gear portion and the second gear portion.SELECTED DRAWING: Figure 1
