Radio communication is performed by a gate terminal device 25 and short-range radio communication, with mounting an on-vehicle terminal device 21 on the truck 7 loading the container 5, acquiring the location by a GPS21a, and connecting with a digital mobile phone network 22. A management sever 20 controlling the system is connected with the Internet network 30 and the digital mobile phone network 22, and a designated terminal device 32 connecting the Internet network 30 and a terminal management terminal device 27 managing various work at the container terminal 1 are installed. A preparation of the cargo handling work is started by recognizing the position at the terminal management terminal device when the truck 7 comes close to a gate Gi. In addition, an acceptance processing is started when coming close to the gate terminal device 25.
