When a service interruption section of the train arises, a resumption time estimation part estimates an operation resumption time of the train in the service interruption section from a past record. An operation arrangement proposal part selects, from the operation diagram, a scheduled operation train which is scheduled to operate at the operation resumption time in a travel possible section other than the service interruption section, changes the operation diagram to make the scheduled operation train to carry out shuttle operation in the travel possible section and generates a controlled diagram.
