To rotate unidirectionally a motor for making a closing spring store energy, and to simplify a control circuit, by switching a limit switch at the time of starting energy storing of the closing spring in the cutoff state, and by carrying a current to a motor after switching from the contact of a second relay to the contact of a first relay, and by stopping carrying a current to the motor after switching the limit switch at the time of finishing the energy storing.
When a motor is rotated, a switching cam 6 is rotated counterclockwise through a reduction gear, and a pin 13 on the lower end of a rod 14 is engaged with a pin engaging part 9b, and a closing cam 9 is rotated counterclockwise to thereby execute elongation energy storing of a closing spring 12. Simultaneously, as a large diameter part 9e is moved, a roller 24 is pulled by a reset spring and raised. When the switching cam 6 is rotated counterclockwise furthermore, its large diameter part 6b presses the working part 7a of a limit switch 7, and the limit switch 7 is switched from a first switching position to a second switching position, and the motor is stopped and put into the cutoff energy-storing state.
