The jet mill 1 is a jet mill in which a dynamic air separation apparatus is built and which is capable of crushing a powdered raw material M in an operation medium to obtain fine particles by introducing particles of the powdered raw material M by a powdered raw material introduction apparatus 3 into a powdering chamber 5 and introducing super-heated steam or industrial gas (He, H2) as an operation medium by an operation medium introduction apparatus 13. In the jet mill 1, surface activation additive introduction devices 14a to 14c for adding at least one kind of surface activation additive for stabilizing the produced fine particles are installed. The surface activation additive prevents the powdered fine particles from aggregation, makes the energy conventionally consumed for disaggregation unnecessary, and leads to reduction of the cost.
