To provide a city area operation method capable of easily performing getting on/off without using a platform and not obstructing operations of other vehicles.

In the operation method for the railway vehicle, a rail 3 for the railway vehicle is fitted to a pallet 2 so that its upper surface becomes flush with the pallet surface and the pallet is installed on a road so that it becomes flush with the surface of the road. After the railway vehicle rides on this, the pallet 2 is descended until the floor surface of the mounted vehicle 1 becomes flush with the road surface to eliminate a step of getting on/off. Further, after the pallet 2 is descended and passengers of the railway vehicle 1 are transferred to the road, the pallet 2 is laterally moved to an adjacent route by self-propelling with the vehicle 1 loaded as it is, the passengers get on from an entrance on the opposite side of the vehicle. The pallet 2 is ascended by a lower lifting base 9 until it becomes flush with the road surface to enable the starting of the vehicle 1. Thereby, an automatic operation method for route switching by the use of the pallet is performed.
