PURPOSE: To simplify the arithmetic processing, and to shorten the arithmetic time by executing the arithmetic by only counting up and counting down a count value of a counter memory in an output number of an input data.

CONSTITUTION: In case the input data of an input data memory Di in which a variation is detected is "1", a counter memory C(Ti) of an output number by an output number designating memory Ti is counted up, also "1" is written in an output memory 0(Ti) of this output number, and also in case the input data is "0", said memory is counted down, and also only in such a case, the value is rewritten to "0". As a result, in memories C1WCB of each output number, among plural input data to which the same output number is designated, respectively, the number of input data being "1" is counted, and in case this count value is "0", and in case te count value is ≥"1", "0" and "1" are outputted as a result of OR arithmetic respectively.
