The operation regulation device 100 includes: a rotor case 34 having a rotation regulation part at a first position and a second position; a rotor 33 which is rotated by the rotational operation of an operation knob; a first lock pin 45 for regulating a first rotation; a second lock pin 46 which is disposed side by side along the peripheral direction and axial direction of the rotor 33 on the first lock pin to regulate a second rotation; and a movable piece 54 with a pin pressure part 54a which presses the first lock pin 45 and a pin locking part 54b which locks the second lock pin 46 as a rotation regulation part at a second position. The movable piece 54 allows the first rotation of the rotor 33 when a solenoid is powered, regulates the second rotation of the rotor 33 and, when the solenoid is not powered, regulates the first rotation of the rotor 33 and allows the second rotation of the rotor 33.
