PURPOSE:To speedily carry out deaeration and permit the speedy start by dividing a condenser so that exhaust steam is condensed in an upper space and condensed water is stored in a lower space, maintaining vacuum by raising the water level in the lower space when operation is brought into stop, and increasing the degree of vacuum in the upper space on start. CONSTITUTION:The inside of a condenser 10 is divided by a partitioning member 21, and a pipe bundle 11 is accommodated in an upper space A, and a hot well 12 is accommodated in a lower space B. On the start of operation stop, switching is performed so that the water level rises from H1 to H2, and then a separating valve 23 is perfectly closed, and a pump inlet valve 20 is closed. Though, when air bleeder 16 stops, the upper space A is filled with air, vacuum is maintained in the lower space B. Accordingly, the dissolved oxygen concentration is kept low, and on start, a condenser pump 13 is started immediately, and the gland seal steam of each steam turbine is recovered, supplying the condensed water of the steam into a condenser 14, and the air supplied from a gland part is shut off. Then, the air bleeder 16 is raised to pen the separating valve 23. Accordingly, the dissolution of oxygen into the condensed water in the lower space is prevented, and the speedy starting-up is enabled.
