An inner cylinder pipe 7 with a flange 9 at the center which has a primary coated optical fiber 2 inserted into a through-hole 8 and integrally fixed thereto is partly inserted into a through-hole 11 in an outer cylinder pipe 10 with a flange 12 at one end. The flange 9 and the outer cylindrical pipe 10 are connected together via a coil spring 6, the flange 12 is fixed to the side face of a support 1, the tensioned optical fiber 2 is fixed to the other side face of the support 1 and a projector 3 and a stator 4 opposing each other are arranged with the tensed optical fiber 2 therebetween to assign local bending thereto.
