An optical coupler switch 1 includes an optical coupler switch part 10 to which two input ports 4 and two output ports 5 are connected, an electrostatic micro actuator 20 arranged adjacently to the optical coupler switch part 10, and an electrode 22 of the electrostatic micro actuator 20. The optical coupler switch part 10 comprises a fixed first optical waveguide 2, a movable second optical waveguide 3, and a shield region 9 arranged around the first optical waveguide 2 and the second optical waveguide 3. A gap between a central optical waveguide 2a of the first optical waveguide 2 and a central optical waveguide 3a of the second optical waveguide 3 is displaced by a movable part 24 of the electrostatic micro actuator 20. Thus the optical coupler switch with very low insertion loss can be implemented.
