The optical device 2 is equipped with: an optical member 8 for guiding illuminating light emitted by a light emitting element 3 to an area to be illuminated, and having an incident surface 6 on which the illuminating light is made incident, an emitting surface 7 from which the illuminating light is emitted to the area to be illuminated, and a reflection surface by which the illuminating light made incident from the incident surface 6 is guided to the emitting surface while it is reflected; and a driving means for rotating the optical member 8 with respect to a rotary shaft L1 passing through the almost center of the emitting surface 7. In the optical device 2, at least a part (motor 20) of the driving means is arranged in a virtual cylinder P which the rotational locus of the rotating optical member 8 inscribes and which sets the rotary shaft L1 as a center axis. The illuminating device having the optical device 2 is provided.
