In this optical element, first liquid 121 which has electrical conductivity and polarity and second liquid 122 which is immiscible with the first liquid are stored in a container, the shape of an interface 124 between the first liquid and the second liquid is changed according to the change of voltage impressed between the first liquid and an electrode 103 disposed on the side of a container 105 and, thereby the optical characteristics thereof are changed. Therein, interface retaining parts 113, 114 which are brought into contact with one part of the interface and suppress the movement of optical axis of optical operation part in the interface are disposed.
